Ah, I didn’t realize the free pick thing ended. Dropping out makes more sense in that scenario.

The free pick thing only works for picks in the top 3 rounds. Nobody is going to make any trades involving a 39th round pick. They drop out because they have no use for the players.

Why would a team drop out?
With the new rules, pick somebody with talent, offer him below slot value, let him go to college or an indy league, and get a free pick next year.
Another good reason to be able to trade draft picks.
