This is correct, all a testing company like Testwell does is show up on site when the concrete is being poured, fill some cylinders with concrete, and take them to their lab to measure the weight required to crush the cylinders. This is kind of a scary place to find corruption, especially if the concrete contractors were the ones paying them off.

Actually, just a quick correction. Testwell doesn’t provide the concrete, they just test it.
