My guess is it would have to take into account the ballparks and the better skilled hitters in MLB. The other thing to consider is that there isn't this huge surplus of small durable relievers. I would guess that if a guy is going to breakdown as a starter he'll probably breakdown as a reliever too (this assumes that the starter isn't managed by Dusty Baker and the reliever by Joe Torre). The real question (from a team perspective) is whether he can handle if for the 6 years before he becomes a free agent. After that, you can re-evaluate.
